Government agencies and national laboratories; operator disclosures with a publication date; peer-reviewed measurement studies; primary records such as permits, utility agreements and council minutes.
Not admissible as fact
Unattributed 'litres per query' figures, screenshots of figures without a document, projections quoted without their assumptions, and anything whose original source cannot be reached. Such items may be logged as ESTIMATE with the trail noted, never as DOCUMENTED FACT.
